The river park area would probably be the most convenient but would end up being quite crowded. The new sports complex near 14th street and lake would be a descent area also and would provide an area were a little extra barking may not bother any near by homes. I'm sure there are many other areas that would be quite viable and would be a pretty cheap way to add to the quality of life in the Niles community. Most dog parks I have been to entail chain link fence, a few benches, a drinking fountain for the dogs, and of course an open field. I'm sure donations would be quite easy to come by also to help with the materials for such a project.
